Shave, but even then you might not be genetically very hairy..you might never be really facially hairy..I've seen that and it's no big deal...work on being physically fit and healthy and a good guy. As long as you're fit, don't worry so much about it...at 16 you've got many years left for growing.
you can't ,you just have to be patient and it will come.then you will have to shave and deal with stubble.just wait it will come.
